    Seismic Risk Assessment Tools Workshop

    Held in the European Crisis Management Laboratory on 11-12 May 2017, the Workshop brought together on one side the developers of some of the most widely used modern seismic risk assessment tools and on the other a number of Civil Protection authorities from countries of the European Civil Protection Mechanism. The objective was to demonstrate the use and capabilities of the tools, explore the possible use in near-real-time impact assessment and promote their use in risk planning and disaster response. The systems presented in the workshop demonstrated a very high sophistication and increased flexibility in accepting data from a large number of sources and formats. Systems that were initially developed on a national scale can now work on a global level with little effort and the use of global-scale exposure data is almost seamless. An urgent need for more accurate exposure data being openly available was identified, as well as the need of proper use of the fragility curves. Inter-system collaboration and interoperability in some cases to increase ease of use was greatly appreciated and encouraged. All systems participated in a real-time simulation exercise on previously unknown seismic data provided by the JRC; some additional automation might be in order, but in general all systems demostrated a capacity to produce results on a near-real-time basis. The demonstrations were unanimously welcomed as very useful by the participating Civil Protection Authorities, most of which are either using a locally-developed system of moving towards using one of those presented in the workshop.JRC.E.1-Disaster Risk Managemen

    Exploiting nutritional value of staple foods in world’s semi-arid areas: risks and benefits, challenges and opportunities of sorghum

    Sorghum (Sorghum bicolor (L.) Moench) is a drought-resistant crop and an important food resource in terms of nutritional as well as social-economic values, especially in semi-arid environments. Cultivar selection and processing methods have been observed to impact on composition and functional and nutritional value of sorghum. Amino acid imbalance, cyanogenic glycosides, endogenous anti-nutrients, mycotoxins and toxic elements are among factors impairing its nutritional value. This paper reviews possible approaches (varieties selection, production practices, cooking processes) to improve the benefits-to-risks balance of sorghum meal, to mitigate the risk of deficiencies and/or imbalances and to improve effects on human nutrition. Opportunity for avoiding dietary diversification in high sorghum consumers is also discussed, e.g., tryptophan and niacin deficits potentially related to pellagra, or unavailability of proteins and divalent cations (e.g., Fe, Zn) due to the antinutrient activity of phytic acid and tannins.     Experimental detection of quantum channel capacities

    We present an effcient experimental procedure that certifies non vanishing quantum capacities for qubit noisy channels. Our method is based on the use of a fixed bipartite entangled state, where the system qubit is sent to the channel input. A particular set of local measurements is performed at the channel output and the ancilla qubit mode, obtaining lower bounds to the quantum capacities for any unknown channel with no need of a quantum process tomography. The entangled qubits have a Bell state configuration and are encoded in photon polarization. The lower bounds are found by estimating the Shannon and von Neumann entropies at the output using an optimized basis, whose statistics is obtained by measuring only the three observables σxσx\sigma_{x}\otimes\sigma_{x}, σyσy\sigma_{y}\otimes\sigma_{y} and σzσz\sigma_{z}\otimes\sigma_{z}.Comment: 5 pages and 3 figures in the principal article, and 4 pages in the supplementary materia

    Tropical Cyclone ENAWO - Post-Event Report

    Tropical Cyclones (TCs) are among the most damaging events. They affect the population with three dangerous effects: strong wind, heavy rain and storm surge. JRC has developed a system used in Global Disaster Alert and Coordination System (GDACS) that includes the analysis of all these effects for every TC occurring worldwide to assess the overall impact. This document is the first POST-EVENT Report, which is a new type of report produced by the JRC after a major event aimed to report the real status of the impact that occurred, based on media reports, onsite analyses, and satellite images. The event analysed in this report is the intense TC ENAWO, that made landfall in north-eastern Madagascar on 7 March 2017, killing more than 80 people and causing extensive damage, especially in Sava and Analanjirofo regions. Authorities issued a "declaration of national emergency" and formally requested international assistance on 14 March. GDACS issued the first RED alert (for high winds) in Madagascar on 3 March. The Emergency Response Coordination Centre (ERCC) of DG ECHO activated ARISTOTLE on 5 March and the Copernicus Emergency Management Service (EMS) on 7 March. The responses of the alert and information systems are analysed and the results are compared with the damage reported by national authorities and satellite images analysis. In order to improve the current early warning system and impact estimations, JRC is implementing a new method to evaluate the areas potentially most affected by a TC, using new datasets and classifications.     Role of miR-200c in myogenic differentiation impairment via p66Shc: implication in skeletal muscle regeneration of dystrophic mdx mice

    Duchenne muscular dystrophy (DMD) is a genetic disease associated with mutations of Dystrophin gene that regulate myofiber integrity and muscle degeneration, characterized by oxidative stress increase. We previously published that reactive oxygen species (ROS) induce miR-200c that is responsible for apoptosis and senescence. Moreover, we demonstrated that miR-200c increases ROS production and phosphorylates p66Shc in Ser-36. p66Shc plays an important role in muscle differentiation; we previously showed that p66Shc(-/-) muscle satellite cells display lower oxidative stress levels and higher proliferation rate and differentiated faster than wild-type (wt) cells. Moreover, myogenic conversion, induced by MyoD overexpression, is more efficient in p66Shc(-/-) fibroblasts compared to wt cells. Herein, we report that miR-200c overexpression in cultured myoblasts impairs skeletal muscle differentiation. Further, its overexpression in differentiated myotubes decreases differentiation indexes. Moreover, anti-miR-200c treatment ameliorates myogenic differentiation. In keeping, we found that miR-200c and p66Shc Ser-36 phosphorylation increase in mdx muscles. In conclusion, miR-200c inhibits muscle differentiation, whereas its inhibition ameliorates differentiation and its expression levels are increased in mdx mice and in differentiated human myoblasts of DMD. Therefore, miR-200c might be responsible for muscle wasting and myotube loss, most probably via a p66Shc-dependent mechanism in a pathological disease such as DMD
